China Ranae Gum, President

China Profile

China Gum-President IBPA

With a knack for political strategy and a vast network of friends, colleagues and elected officials, China builds winning organizations with a plan for the perfect campaign message, efficient voter contact strategy, explosive social media outreach, targeted snail mail, effective radio and tv advertising and high-stakes event planning.

China’s experience in government policy began with research into government contracts while a student senator in college. She also held research positions in her career. With a love for digging into important policy matters, China served as the Director of Public Affairs and Strategic Partnerships for a non-partisan and pro-free market think tank, where she led a policy research team that supported efforts toward efficient government spending, government transparency and oversight. She enjoyed building coalitions of college professors, lawmakers and non-profits who worked together to resolve important issues with community-based solutions.

China began her time in politics managing campaigns in college, first as a volunteer coordinator and contact strategist and eventually, as a campaign manager, of legislative campaigns. As the GOP Victory Director and the President of the Ada County Republican Women in 2008, China oversaw John McCain’s sweeping victory in the Gem State while executing a detail oriented pilot project that held seats in Ada County’s swing districts, and picked up a seat at the county level. From there she moved on to serve as the campaign manager for Congressman Raul Labrador during his first underdog, yet victorious election to the U.S House in 2010, and then, his re-election in 2012. She also managed Idaho gubernatorial campaigns in 2014 and 2018.

Since 2002, she has worked to build a successful career in non-profit management. As political director of the Idaho Republican Party and Executive Director of the Independent Automobile Dealers Association, she learned to perfect the art of fundraising, voter micro-targeting, strategic marketing and relationship-building with businesses, grassroots volunteers and lawmakers.

China completed campaign management and fundraising programs at the Republican National Committee in D.C. and the non-partisan Women’s Campaign School at Yale, where she learned from the brightest minds from around the world in fundraising, media outreach and strategic marketing. She is married with two children and resides in Boise.
